It's about people living in a fantasy world where they think freedom is their birthright and they take it for granted, all while then they spit on or look down upon the men who made the ultimate sacrifice to give them that freedom.
Rambo is kicked out a town by an arrogant sheriff who is protecting his town against "unsavory characters", whom he perceives Rambo as. In his defense, Rambo is pretty quiet and arrogant himself, open defying the sheriff and not simply explaining why he's in town (to visit the family of a friend and fellow soldier who died of cancer).
But the bottom line is, leftists are always the first to complain about and reject those who are actually fighting for the freedoms they enjoy. So, for once, someone (Rambo) finally fights back.
That's why people liked and continue to like that movie. It's finally a day when arrogant liberals get their butts kicked by a guy on the right side of things. And yes, the sheriff is a typical liberal. Liberals love telling people what they can and cannot do, and the sheriff is a typical Ted Kennedy type.
Incidentially, Stallone revisited that theme with his recent Rambo movie, where a bunch of naive, ignorant liberals go into a dangerous warzone and need a guy like Rambo to come to their rescue.
